Measuring Digital Sovereignty: From a Catalogue of Criteria to Practical Application

How can public authorities systematically assess Digital Sovereignty and derive concrete courses of action from this? To this end, ZenDiS is developing practical criteria for sovereignty through an open consultation process, which will help public authorities to identify dependencies and make informed decisions regarding a sovereign digital infrastructure. Lea Beiermann (Partnership Lead, ZenDiS) provides an update on the current status of the ZenDiS criteria catalogue and the evaluation of the consultation. The focus is on assessing sovereignty at organisational level and for business-critical IT solutions, a clear and practical assessment framework, and integration with existing frameworks (in particular the EU’s Cloud Sovereignty Framework and the Federal Office for Information Security's (BSI) C3A).

KGSt-FORUM 2026

Under the motto “Network. Municipality. | Experience • Inspire • Strengthen”, the largest local government networking event in the German-speaking world will take place once again from 16 to 18 September, bringing together administrative experts from local authorities and institutions to discuss current issues in local government practice and develop forward-looking solutions. Digital Sovereignty is also a key theme at this year’s event, at which ZenDiS will be taking to the stage to discuss various aspects of Digital Sovereignty – from the local to the European level – across three panels:

Smart Country Convention 2026

Modern administration, digitised government agencies, and connected cities: Under the motto “City.Country.Tech,” this year’s Smart Country Convention (SCCON) will once again focus on digital transformation in the public sector. From October 13–15, 2026, representatives from government, politics, the digital economy, associations, start ups, and academia will gather at Messe Berlin to jointly advance the digitisation of the public sector. ZenDiS will also be there again this year with its own booth and our sovereignty package for an self-determined and resilient state.

Public IT

Public IT is organised by c’t and heise, specifically targeting those responsible for IT and digital transformation in the public sector. The event focuses on sovereign cloud and on-premise solutions, as well as automation and artificial intelligence. In practical sessions, participants will learn how Digital Sovereignty and efficient end-to-end digitisation can be implemented from a technical perspective. Digital Sovereignty is a central goal of policy and administration, but the term is often used inconsistently. In this context, Pamela Krosta-Hartl (Managing Director, ZenDiS) will demonstrate, in her presentation ‘Making Digital Sovereignty Measurable: Criteria for a Sovereign Administration’, how critical dependencies within public administration can be assessed and how solutions can be identified to enhance its capacity to act.
